CLUB RULES
NAME AND OBJECTIVES
The Club shall be called the ‘The Potteries
Staffordshire Bull Terrier Club’ and its objectives are to promote and
encourage the breeding and exhibition of Pedigree Staffordshire Bull Terriers
of the standard laid down by the Kennel Club. Further to these objectives, the
society is for the benefit of its members and will not be classed as a trading
business, to this all of its investment income and profits from any source,
functions and/or activities of the club, shall be maintained for the benefit of
and for the further education of its members in the management, training,
showing, breeding and every aspect pertaining to Staffordshire Bull Terriers.
OFFICERS AND COMMITTEE
The management of the club shall be in the
hands of the officers and Committee of the club, which consists of:
President, Chairman, Vice Chairman, Hon-Secretary, Hon-show Secretary,
Hon-Treasurer and a committee consisting of 18 members, of which 6 shall retire
annually. I.e. each Committee member will normally serve a 3-year term and then
automatically retire, but they will be available for immediate re-election.
Retirement before completion of 3 years cannot be counted towards the year’s
quota of retirements. The committee have the powers of co-opting further
members, as required, but those co-opted shall only hold office until the next
Annual General Meeting of the club at which time an election of Officers and
Committee takes place.
At any Committee meeting, 9 members shall
form a quorum.
Meetings of the Committee shall be held as
often as deemed necessary but at least every 2 months.
No individual who has not been a member for
less than 12 months may be elected to the Committee.
ELECTION OF MEMBERS
Membership shall be open to all, but the
Committee reserve the right to refuse an application for membership.
Candidates for membership shall be proposed
by one existing fully paid up member, seconded by another and accepted on
payment of subscriptions.
The club must make a list of members and
their addresses available for inspection, if so requested by the members of the
club or Kennel Club.
SUBSCRIPTIONS
The subscription shall be set by the
members at the A.G.M. and notified to the Kennel Club, dating from 1st January
to 31st December. In the case of husband and wife or two members in partnership,
the joint subscription shall be also be set by the members at the A.G.M.
In the case of a partnership, this shall
only apply if the dogs concerned are the joint property of the partners. If
either partner wishes to exhibit a dog owned by them individually, he/she must
become an individual member.
No member whose subscription is unpaid
shall be entitled to any privileges of membership, and if any member fails to
pay the annual subscription by the 1st April, they shall cease to become a
member, albeit if the committee receive a satisfactory explanation, by the
member, they may at the discretion of the Committee be re-admitted as a member.
VOTING RIGHTS
Each member has the right to vote immediately
upon acceptance of membership, providing they held membership for the previous
12 months.
Postal/proxy votes are not allowed. Voting
shall be by secret ballot or show of hands, as decided by the majority of the
meeting.
If joint membership, 2 votes are allowed.
EXPULSION OF MEMBERS
Any member, who shall be suspended under
Kennel club Rule A42j(4) and/or any member whose dogs
are disqualified under kennel Club Rule A42j(8) shall ipso facto, cease to be a
member of the Club for the period of suspension and/or disqualification.
If the conduct of any member shall, in the
opinion of the Committee of the Club, be injurious to the character or
interests of the Club, the Committee of the Club may, at a meeting the notice
convening, shall include as an object for consideration the conduct of the
member, determine that a Special General Meeting of the Club shall be called
for the purpose of passing a resolution to expel him/her.
Notice of such S.G.M. shall be sent to the
said accused member, giving particulars of the complaint and advising him/her
of the time/date and venue o the meeting, tat they may attend and offer an
explanation. If at that meeting, a resolution is passed by a 2/3rds majority of
the members, present and voting, their name shall be erased forthwith from the
members list, and shall thereupon cease to be a member of the Club, except that
they may within 2 calendar months from the date of the meeting, appeal to the
Kennel Club upon the subject to such conditions as to the Kennel Club impose.
If any member is expelled by the Club for
discreditable conduct in connection with dogs, dog showing, trials or
competition, the Club must report the matter in writing to the Kennel Club
within 7 days and supply any particulars required.
ANNUAL GENERAL MEETING
An Annual General Meeting of the Club shall
be held each year during March at a date previously decided by the Committee
for the purpose of (inter alia) receiving the
Accounts and Balance Sheet of the Club, the election of Officers and Committee.
Notice of date, time and venue of A.G.M. to appear in canine press at least six
weeks prior to the Meeting. Nominations for Officers positions and items for
inclusion on the Agenda must be proposed and seconded in writing and in the
hands of the Secretary at least 28 days prior to the date of the meeting. Agenda to be sent by post to each member at least 14 days before
each meeting. Seventeen will form a quorum. The election of officers and
Committee at the Annual General Meeting shall either be by vote or ballot of
those present at the Meeting.
CLUB PROPERTY
The property of the Club shall be vested in
the Committee. In the event of the Club being dissolved, a final General
Meeting shall be called to decide the disposal of the clubs assets and the e
outcome of the meeting notified to the Kennel Club.
Wherever possible property shall be
returned to the original donors, all property, which cannot be returned, shall
be realised and the proceeds donated to a suitable canine charity. The named
Officers and Committee of the Club, on the last returns to the Kennel Club will
be held responsible by the Kennel Club for the proper winding up of the Club, this must be within 6 months of closing.
CLUB ACCOUNTS
A Banking account shall be operated on
behalf of the Club by the Hon-Secretary, Hon-Treasurer, Chairman and Hon show
secretary, and an Auditor shall be appointed at each A.G.M., who shall audit
the Clubs accounts for the ensuing year before the A.G.M.
SPECIAL GENERAL MEETINGS
A special General Meeting shall be summoned
by the Hon-Secretary if the Committee so decides, or if 18 members send in a
signed requisition stating the subject to be discussed. No business other than
the subject matter can be discussed at the S.G.M. 15 Members to form a quorum.
The method for convening and notifying
members of the S.G.M. will be by ‘Postal’ notice, no less than 7 days prior to
the meeting.
AMENDMENTS TO RULES
The Rules of the Club cannot be altered except
at General/Special General Meetings, the agenda for which contains specific
proposals to amend rules. Notice of any alteration or addition must be given to
the Hon-Secretary in writing at least 28 days prior to the date of the meeting.
No alteration shall be bought into force until the Kennel Club has been advised
and approval of such changes, given.
ANNUAL RETURNS
The Officers acknowledge that during the
month of January each year, maintenance of the ‘Title’ fee will be forwarded to
the Kennel Club by the Hon-secretary for continuance of registration and that
by 31st July each year, other returns as stipulated by the Kennel Club
regulations for the Registration and Maintenance of the Title of Societies and
Breed Councils and Affiliation of Agricultural Societies and Municipal
Authorities will be forwarded to the Kennel Club. The Officers also acknowledge
their duty to inform the Kennel Club of any subsequent amendments to that date,
and any changes of Hon-Secretary of the Club which may occur during the course
of the year.
KENNEL CLUB FINAL COURT OF APPEAL
The Kennel Club shall be the final court of
appeal in all matters of dispute.
The Club shall not join any Federation of
societies or Clubs.
No person whilst an un-discharged bankrupt
may serve on the Committee of/or holds any other officer appointment within a
Kennel Club Registered Society.
BREED SOCIETY JUDGING LISTS
Registered Breed Societies must produce a judging list each year, which
must be submitted to the Kennel Club as part of the Club annual returns. The
purpose of a Breed Society judging list is to indicate to interested parties
those persons a Breed Society would support at different levels of judging.
Membership of the Club must be a prerequisite for inclusion in the list. Judges
lists should be divided into 4 parts namely; A1, A2, A3 and a B and C list.
They must indicate when the lists expire and a new list must be compiled.
CRITERIA FOR SELECTION TO P.S.B.T.C
JUDGING LIST
A1 Being those
judges whom the Club would support to award Kennel Club Challenges Certificates
As per the Kennel Club Criteria.
The list of people must receive 51% or more of the votes of members
present and eligible to vote.
A2 Being those judges
whom the Club would support to award Kennel Club Challenge Certificates but
whom as yet have not been approved by The Kennel Club. As per
the Kennel Club Criteria.
The list to consist of those people gaining
51% or more of the votes of members present and eligible to vote.
A3 Being
those judges who meet the criteria but are not yet approved by the Kennel Club
to Award Challenge Certificates in the breed but Would receive support from the
Club if required to do so. As per the Kennel Club Criteria.
B List Those
judges who would receive the support of the Club to judge at Breed shows where
Challenge Certificates are not on offer and have received 51% of the vote of
the members present and eligible to vote.

To have judged a minimum of 25 classes
To have judged a minimum of 4 KC recognised shows
Judged a minimum of 75 dogs actual
Minimum of 4 years judging experience
To have attended part 1 & 2 of KC seminar requirements
To have stewarded a minimum of 4 occasions at
KC recognised shows
C List For aspirant
judges who have shown interest in the Breed and have judged at Limited &
Open shows but do not yet qualify for the B List.

Regulations of a Show Judge)
